Description: At Cambridge City Council, we are proud to serve one of the UK’s most dynamic and diverse cities. We’re looking for a Learning & Development Partner to join our People team and play a key role in shaping a progressive, innovative and inclusive culture of learning across the organisation.
Working closely with our Organisational Development Manager, you’ll design, deliver, and embed programmes that align with our People and Culture Strategy and support our Target Operating Model. This is an exciting opportunity to make a real impact – helping colleagues develop the skills and confidence they need to provide outstanding services to our residents, communities and city.
In this role, you’ll take responsibility for the full training cycle – from identifying needs, through to designing, delivering and evaluating programmes. You’ll deliver engaging workshops both face-to-face and online, and champion a culture where learning is not only encouraged but truly embedded. Collaboration will be at the heart of your work, as you build strong relationships with managers, employees and trade unions.
We’re looking for someone who can bring both expertise and courage – confident in trying new approaches, challenging the status quo and inspiring others to embrace change. Compassion and empathy are just as important, as you’ll be supporting colleagues at every level to grow, develop and reach their potential. And you’ll do all of this with accountability – taking responsibility for delivering real, lasting impact through your work.
To succeed, you’ll bring:

Significant experience across the full training cycle.
A proven track record of designing and delivering impactful programmes.
Experience facilitating effective training for diverse audiences.
Excellent communication and relationship-building skills.
A CIPD Level 5 in HR/L&D (or equivalent) or an adult learning/teaching qualification.

Joining Cambridge City Council means being part of an organisation that invests in its people, values innovation and is committed to making Cambridge an even better place to live, work and visit.
Apply now and help us build a learning culture that is ambitious, inclusive and future-focused.
